1. 开始菜单 - 运行
2. 输入regedit
3. 找到如下键值：
HKEY_LOCAL_MACHINESYSTEMCurrentControlSet
ServicesTcpipParameters
4. 在右侧面板中找到EnableConnectionRateLimiting
5. 删除此键值或者双击键值，设置值为0
6. 重启系统
